EXECUTIVE DIRECTOR

San Francisco IHSS Public Authority (IHSSPA) seeks an experienced Executive Director and innovative strategist to lead one of California’s most important IHSS Public Authorities into its next decade of service. For more information, please see the complete Position Description

The Executive Director (ED) is hired by and reports to the Governing Body/Board, staffs both regular and ad hoc committees and the agency’s collective bargaining team, manages and evaluates ongoing operations, and works with other organizations to identify and address policy, program and funding options. The ED will provide the overall leadership and strategic direction for the organization; assisted by a management team and staff, he/she will manage the organization’s operations, personnel, programs, funding/fundraising, infrastructure, and finances; will lead and build relationships with public and private agencies on city, county and federal levels; and will increase the beneficial impact of IHSSPA’s programs on the community.

The ED’s primary responsibility will be to strengthen the organization and drive the evolution of programs and services. The ED will ensure that the IHSSPA is fiscally sound and that its programs continue to be of the highest quality and also evolve to address the changing needs of communities served.

The ED will be the chief advocate for IHSSPA, its programs and operations, and is expected to speak prominently and passionately about IHSSPA and the populations served by the organization; will produce a strategy, programming and funding plan that includes staff and GB roles and responsibilities, and that is focused on developing increased government, foundation, corporate and individual support as appropriate; will marshal the collective talent of the IHSSPA community to deliver quality services in fulfillment of its mission, and expand the capacity, reach and effectiveness of IHSSPA programs in a financially responsible way.

About IHSSPA: 

Founded in 1995, the San Francisco IHSS Public Authority (IHSSPA) provides and promotes a service delivery model of consumer-directed in-home support that maximizes the potential of older adults and people with disabilities to live independently and participate in their communities as they choose. Although a legal entity separate from the City and County, IHSSPA is a quasi-governmental public agency established by a San Francisco Ordinance, which tracks the California Welfare and Institutions Code. IHSSPA created and operates a registry of screened workers for IHSSPA consumers; arranges training and support services for both IHSSPA consumers and workers; serves as an employer of record for IHSSPA independent providers (IP’s), allowing worker organization and union representation; provides formal opportunities for consumer leadership in program and policy development through majority representation on the IHSSPA Governing Body/Board, and participates in the overall improvement of personal assistance services (to persons of all income levels in carrying out activities they could perform were it not for their disabilities).

While the core of IHSSPA’s mission will remain unchanged going forward – providing services that allow for self-direction by consumers of the support services they require to live independently – how this mission is funded and how services are configured and organized, is likely to evolve. The Executive Director will need to be part strategist, part operations manager, and part advocate for capacity building and funding to accomplish larger goals.
